Will Canada see legalized cannabis for social use under Prime Minister Justin Trudeau?

Last week Canada’s Liberal Party-led government announced several bills to legalize cannabis for social use throughout the country. This hold’s true to the 2015 campaign promises from Prime Minister Justin Trudeau. 

The legalization bills are expected to pass and be implemented by the government’s goal of July 1, 2018. Here’s an outline of what will and will not be allowed under the new bills:

  • Persons ages 18 and older, whether they are Canadian or visitors, will be allowed to purchase up to an ounce of cannabis for social use. Provinces will have the right to set higher age limits if they wish.

  • Adults 18 and older will be allowed to grow a maximum of four plants per household.

  • Provinces can own their own retail cannabis establishments if they choose, and they will practically exclusively regulate social cannabis distribution and price.

  • Provinces will have a right to choose whether cannabis can be sold at the same location as alcohol.

  • Online purchasing through a federally licensed producer will be available, as well as secure home delivery by mail order or courier, for those living in areas without a regulated social cannabis framework.

  • Self-service displays, including vending machines, for cannabis will be prohibited.

  • Cannabis producers will be regulated by the federal government.

  • The federal government will also be regulating advertising, promotions, and marketing by cannabis businesses to ensure it will not appeal to children.

  • Cannabis infusion of alcohol, nicotine, caffeine or vice-versa will be prohibited.

  • Drivers under the influence of cannabis will be punishable with a fine if there is more than 2 nanogram of active THC in their blood at the time. With the presence of 5 nanogram in the blood stream, officers will test driving impairment by using saliva and blood samples.
